About Us

Since its incorporation in 1979, the mission of LCARC, Inc. / New Horizons and its subsidiaries has been to provide a variety of residential and vocational services for adults, age 18 and over, whose primary diagnosis is developmentally disabled and related disabilities, for whom our facilities are the least restrictive available placement.
Although the individual may have other disabilities, he or she must have intellectual functioning in the profound to mild range and must be certified eligible for services by a Developmental Disabilities Services Division (DDSD) area office.
Residential services are offered in a safe, homelike environment which promotes independence and self-determination.
The agency focuses on the positive abilities of the individuals served.
The basic rights of individuals are affirmed and protected while they are encouraged to exercise their rights and the responsibilities that accompany those rights.
LCARC, Inc. / New Horizons strives to provide services that follow normal patterns of living, are community-referenced and age-appropriate for the person. “Least restrictive” indicates that living, working, and training interventions provided are the least intrusive into, and disruptive of the individual’s life, representing the least departure from normal living patterns that can meet the individual’s needs.
LCARC, Inc. / New Horizons provides services through the consistent implementation of specialized and generic training, treatment, and other related services which encourage the acquisition of skills necessary for the individual to function as independently as possible.
LCARC, Inc. / New Horizons assists each individual in the acquisition of health care services while encouraging each individual to become independent in his or her own preventative health care activities. Special care is taken to control the spread of infection and disease.
For those individuals whose prognosis is for loss of functioning, LCARC, Inc. / New Horizons strives to maintain current abilities and prevent or decelerate regression or loss of current functional status.
LCARC, Inc. / New Horizons provides services through the interdisciplinary team (IDT). The IDT is a group which includes people who know the individual best, with the individual served at the core, who identify the needs of the individual and devise ways of meeting those needs. The individual and his or her family or guardian should be involved in all decisions about services.
LCARC, Inc. / New Horizons serves all of Logan County and offers community and public education programs, early childhood intervention and community referral services, and provides vocational skills for those who are developmentally disabled in the community, as well.
